Can't Send jpg attachments in Outlook 2003 if Photoshop CS2 runnin

As topic says, If I attach a jpg to a mail message in outlook 2003, (the size
of jpg doesn't matter but they are usually only 45k), and have photoshop CS2
open, the email will not send.

If I close Photoshop CS2, and hit send again, the mail will send straight
away.

I am running Outlook 2003 SP3
