Can't send mail at hotspots

Am using outlook 2003, Vista and mcafee and find that when I am using a
internet hotspot (ie not my home connection) I cannot send mail in Outlook.

Is this a setting in outlook or...

It's ISP security. You are not allowed to use their SMTP from a remote
network without authenticating. See if enabling authentication for your SMTP
server works and otherwise use the SMTP server of the Hotspot service.
