Can't send mail, can recieve.Outlook 2007

I have recently set up my Outlook account, and the settings are supposed to
be right. But i get this message when i try to send a message. I've tried
several different e-mail adresses, but its the same error every time. Your
message did not reach some or all of the intended recipients.

Subject: FW: ertghwrg
Sent: 05.09.2008 22:06

The following recipient(s) cannot be reached:

'(e-mail address removed)' on 05.09.2008 22:06
553 5.3.0 <[email protected]>... We do not relay from
80.239.74.139

When i try to "test account settings" this message came up:

Error: send test e-mail message: the server responded: 553 5.3.0

Any suggestions????? Tried for many hours now to fix it.. PLEASE HELP!!

You are trying to sent through another ISP's SMTP server without authenticating.
