Can't send message with only bcc recipients?

Operating System: Mac OS X 10.5 (Leopard)
Processor: intel

In the days of Outlook I was able to send an email to a group of people without spreading their email addresses to each other by entering their addresses as Bcc:, with no To: or Cc: recipients.

I notice that in E2008 you have to specify a To: recipient, not even a Cc will work alone.

I know I can put myself as the To: but just wonder if I am missing a trick here? Or perhaps someone knows the rationale?

I don't know the rationale, but I've always sent mail to a group in Outlook
just like you're doing it. Put myself in the To field and then everyone else
in the Bcc field.

This is most likely to comply with what ISPs now require to stop spam.
