Can't send out in Outlook

I can receive mail with Outlook but I cannot send out.
The message I get says,

"MS Outlook could not sign or encrypt this mmessage beause
you have no certificates that can be used to send from the
e-mail address '(e-mail address removed)'"

How to I get and install certificates? ?
