can't send outlook email when wifi connected

When working from home, my outlook email works fine (verizon dsl is my ISP).
But when I'm traveling and connected to the internet via a wifi connection,
outlook can download messages but will not send them. What's up?

The service you are connecting to will not allow you to send from your
travel location. The SMTP is blocking, very typical. You need an account you
can travel with. Contact your home service provider and ask them if there is
a solution they can provide for you while on the road and utilizing another
provider.

Verizin apparently doesn't allow unauthorized access to their SMTP server
when connected through another provider (which is a good thing or their
servers could be used to send spam!). Either configure your SMTP server to
authenticate itself or use the SMTP server of the wifi provider.
