Can't send/rcv emails from Worldnet to new Outlook 2003

I recently installed MS Office Professional on my desktop. Am trying to set
up Outlook 2003 to handle my email from my ATT Worldnet account. I am able to
send/rcv the Test Message correctly from the email setup in Outlook but a
message I am trying to send does not leave the Outbox and Outlook does not
download my Inbox from Worldnet. I have checked the post office box settings,
etc. and believe those are correct.
