Can't set tabs within a table on the ruler in Word 2003

A table has no tabs. I want to add one by clicking on the ruler. Doing so
shows a left tab, but when I release the mouse button the tab goes away.
I also tried unsucessfully to set a tab using the format menu.
I am able to set tabs elsewhere in the document including in other tables.
