can't share data from excel to outlook translator won't download

I am using Microsoft Office Pro 2003. I am trying to share my excel client
data with my outlook account. My goal is to get it on my wireless after that.
I get the message that 'Microsoft Office Outlook cannot start the required
translator. This feature is not currently installed. Would you like to
install it now?' I say yes and it appears to begin installing then tells me
Outlook is running and I must shut it down which I can't without stopping
everything. One time I got an error 1500.

This newsgroup does not deal with Outlook nor Excel, but with the Access
relational database program. Please post your query in a more appropriate
newsgroup.
