Can't sort folders

I have a folder of customers' bills. They are arranged by
name. I want to see recent ones and so I pull down the
"VIEW" menu and try to click on "ARRANGE." But it is grayed out.
What do I do.
The support people will not respond without a huge upfront fee.

Choose View/Show View Options. If you have the "Keep Arranged By"
checkbox checked, the Arrange menu item will be grayed out. Uncheck
it and you'll be able to arrange at will.

I do not have a "Keep Arranged By" option in Show View Options.
To clarify, I am trying to re-arrange a folder in the list
view, using OS X 2.1.8

Arrange works in Icon view, and the Keep Arranged By option shows up
in Show View Options if you're in that view.

To arrange in List view, click the appropriate column header (e.g.,
Date Created or Date Modified). Click again to toggle
ascending/descending sorts.
