Can't turn off Caps Lock with the Caps Lock key

I have a client where someone was trying to customize something in Control
Panel and now the only way she can turn off Caps Lock is to press the Shift
key? Any ideas? She does not have Sticky Keys or Toggle Keys on in
Accessibility Options.

The shortcut for Toggle Keys is holding Numlock for 5 seconds. Try that
or post to the group for the Operating System in question.
