can't turn off track changes?

I am using Word 2002 and strangely I can turn on Track Changes but
cannot turn it off (either by clicking Tools|Track Changes or by
clicking on the Track Changes button on the toolbar). I searched and
there are other people complaining about the same bug. But there seem
to be other people indicating they could turn off the feature. What
gives? Is this a know bug with a patch or am I missing something?
Any help will be appreciated.
