can't update Office 2000 CD 2

I have kept Office 2000 Professional CD1 updated, now to SP3. Recently
installed CD2 in order to use Publisher. Tried to update to SR1a as first
step to updating to SP3. The file o2ksr1a.exe initiates the Office 2000 SR-1
CD2 update. After some time, I receive the error message 'Microsoft Office
2000 SR-1 Update could not download the Office 2000 SR-1 CD2 update.'
How else can I update? And if I cannot do so, what is the most serious
shortcoming?
