Can't update Office 2003 to sp3

I am trying to update Office 2003 with sp2 to Office 2003 with sp3. I
have followed the directions at
http://support.microsoft.com/?kbid=832671 and when I try to do step 8 I
get the following message:

"The upgrade patch cannot be installed by the Windows Installer Service
because the program to be upgraded may be missing, or the upgrade patch
may update a different version of the program. Verifiy that the
program to be upgraded exist on your computer and that you have the
correct upgrade patch."

Any ideas?

There is no SP3 for Office 2003. Read that page again. It refers to Office
XP.
