Can't update system32\mapisvc.inf. Can't change file permissions

Not allowed to install Office SP3, or repair current version. Changed to
Administrator account and tried to "unlock" the file with the same result.
Restoring files from backup and System Restore errors out and can't reverse
this. Left without Office 2003 for the moment.

In the end, I decided to not bother playing around and restored my system
drive from my monthly backup - I lost some e-mails but it was a minor issue.
After that, the Office SP3 installed with ease.
