Can't upgrade from Visio 2003 standard to Visio 2003 pro?

The upgrade version of Visio 2003 Pro only seems to work with Visio 2000-2.
Please don't tell me I'm actually going to have to buy a full license to go
from 2003 Standard to 2003 Pro?

Depending on when you purchased Standard, you may be able to return it for a
refund.

In the old days, Visio had a money back guarantee. I am not sure Microsoft
rules are.
