Can't use ink in Word 2007 with Tablet PC pack

I'm using a Fujitsu Lifebook T-Series tablet PC with word 2007. When
attempting to ink in a particular word document, I click "Start Inking" and
nothing happens. In other word documents, I will get a toolbar and a new
canvas is added to the document in which I can start inking with no problem.
I can't find any property settings that would preclude me from using this
feature in a particular document, so I'm at a loss. The document is not read
only, and it is not protected.

Any suggestions?
