Can't use link in email - where is the setting for this?

Hi - I can't open a link within my email. I used to be able to but, something
changed and now it says that because of restrictions on my computer the
operation failed and I should contact the Administrator. Well, I am the
Administrator and I don't know how to allow me to open links in my email
again. Someone earlier suggested changes in the Security to allow for HTML
connections. I can't find this option. Any help would be appreciated.
