Can't view popups in 2000 SP3 help

Is there any way to view popups in the help file? Recently I updated Office
2000 with SP3, and it seemed to turn off the popups in the help file. I
found an article that I think is relevant.

Is there no way to view popups in Help?

You may be able to restore the popup functionality by replacing
Ouactrl.ocx with an earlier version (for example, from the
installation CD). However, this may leave you open to the sort of
attack that the security update was meant to stop.
