It is probably because each caption has its own set up. I.e., in your case.
chapter numbering. This is a document wide setting for the caption.
Quickly, two work-around come to mind:
You could try creating two captions, but when you insert them you would get
different text (unless you can live with one of them with an extra space, as
in one caption"Figure" and the one with the chapter numbers called "Figure
").
Or, try with autotext:
Figure {SEQ Figure \* ARABIC \s 1}
Figure {STYLEREF 1 \s}-{SEQ Figure \* ARABIC \s 1}
for example. The {} are not typed, use CTRL-F9 to insert them, type the
code, and then do SHIFT-F9 to hide the code.
Look up who to use STYLEREF if you are not getting the chapter number from
the Heading 1 style.
Set the style of the autotext to Caption, make sure to include the ¶ when
creating the autotext.
Insert the caption using Insert Autotext instead of Caption. Or, give unique
names to the autotext, type the first three characters of the name and hit
F3 to insert it at the cursor position
