Caption numbers for Figures increment in twos when track changes i

Caption numbers for Figures increment in twos when track changes is on.
Editing doc with TC on, inserted figure, added caption, figure numbers are
now 1, 3, 5 etc. Insert cross reference shows 2 figure 1's, 2 figure 3's etc.

Any suggestion as to fixing this???

Unfortunately, caption numbering won't be correct until you've
accepted all changes.
