Caret blinking rate problem

Please test redrawing the caret while the Cursor blink rate in Control Panel
is set to 0. When I hit Return or Backspace to move the caret to the
previous/next paragraph, the caret simply disappears and doesn't show up
again.

With the zero blink rate setting, the caret should ALWAYS be visible. Thanks.

This is not a Word issue. And it's not a caret, it's a cursor.
