Cascading Menu

Is it any simple way to create cascading menu (like word , excel) in
ms-access.?
I have a customer that does not like the switchboard.

In Access versions prior to 2007 you right-click on a menu or toolbat and
choose customize. That displays the dialog for modifying existing
toolbars and menus, but it also has a button for creating new ones. It's
mostly all drag and drop and fairly easy.

I don't think you can do this any more in 2007 although 2007 can use
custom menus and toolbars created in older versions.
