Catalog Merge Picture/Objext Size Issue

I am creating a catalog merge in Publisher. I need to save it as a PDF
document and then import into Corel for my project.
I have all the links working for pictures, text ect. My issue is I make the
background picture 10x7 and when I tell it to create a new document it
changes the sizes of one of the dimensions slightly. Ex: 10x7.004. It is
slight but it will make the item off center when I open it in Corel. I have
tried re-sizing in the format picture area and also selected and unselected
both lock aspect ratio and relative to original picture size. I have also
tried to make the page size larger to see if that worked and it does not.
Has anyone had this issue? Any help would be greatly appreciated.

Have you sized the background picture in an editing program and then inserting
into Publisher? Why not create the background in Corel and export the rest of
the merge?
I created a simple 10 x 7 rectangle in CorelDraw, pasted special as a wmf into
Publisher. I did a catalog merge. Created a new publication, the background did
not change size.
Are you working with a vector or a bitmap?
