Category - Copying categories to forwarded/reply messages

I can't seem to find the switch to maintain a category I assign to an
incoming message so the same category is on my outgoing message. This used to
work automatically in 2003 so never needed to find it

I use categories to tell me how long to keep a message in my system so when
I fill my mail box I can quickly delete all messages I know will be no longer
needed.

I applied the following to my registry with no success.

[HKEY_CURRENT_USER\Software\Policies\Microsoft\Office\11.0\Outlook\Preferences] "SendPersonalCategories"=dword: 00000001
