Category Permission Question

I noticed while reviewing the default category permissions that the Portfolio
Mgr can assign resources however the Project Manager cannot. According to
this documentation, why would a Project Manager not be able to assign a
resource to a task? (that is what we are talking about here right?)

Dave -

Project Server has a resource centered approach. Out of the box,
timesheet approval goes to the resource manager and not the project
manager, although I have never implemented Project Server in an
organization that really wants the resource manager to approve hours
for someone else's project. They want to see the hours, but not be
responsible for approving them.

The Project Managers group contains two categories: My Projects and My
Organization. The My Organization category gives Project Managers the
permission to assign resources. Hope this helps.
