CDO update fails install - tried t-shoot document and uninstall - reinstall

When attempting to install the "Outlook 2000 Collaboration
Data Objects (CDO) Update: Security (English version)" I
get "Installation Unsuccessful" and there is a link for
troubleshooting advice that does not work for my issue. I
have absolutely nothing running but Explorer and have even
reinitialized it. My OS is Win98 SE. I have tried
uninstall, reboot, and reinstall of outlook 2000. Please
help.

The update will fail if CDO is not already installed on the machine. Did you include it as part of your Outlook installation? CDO is not included in the default Outlook setup.
