cell format changing

I have an excel sheet exported from another program.
The cell formats are not number, but I need number format for working with
it. I had tried to change the cell formats, but I could not do it.

I do not know the reason because there are numbers in the cells but nothing
happens if I change the cell format as usual. Is there any alternate way? How
can I change the cell format to number?

Thanks for your help in advance!

You don't mention what type of "program" generated the data, but it is
apparently marked as text in some way. One option to try:

Type the number 1 into any cell, then copy it.

Select the cells that you want to convert & use Edit> Paste Special -
Multiply.

Should that not get 'er done come back with more details.
