How do you protect a range of cells from being changed without
protecting the entire worksheet?

All cells are automatically marked as protected by Excel (only effective
once you protect the sheet). Press Ctrl+A to select the entire sheet. Format
Cells >Protection tab. Uncheck the Locked option.

Now select the cells you want to protect, format those ones only as Locked.

Then, Tools > Protection and do your thing.

You can unlock some cells but you must still have protection set on the sheet.

By default all cells on a sheet are locked when you protect the sheet.

Before you protect it you can select cells you want unlocked and
Format>Cells>Protection. Clear the "locked" checkbox.

Now Tools>Protection>Protect Sheet.

With XL2002 there are a whack of options you can set for a protected sheet.
