Cell protection

I have a spreadsheet that is globally protected by password as read only but
it does not stop a user from opening the spreadsheet and changing the
formulas within the cells. How can I stop a user from openning the
spreadsheet, changing the formulas within cells but still allow them to
enter data into these cell to obtain results, save the spreadsheet to a
different name and print the spreadsheet?? ( we are talking A4 size and
around 20 cells not altogether).

When Tools>Protection>Sheet Protection is enabled, by default all cells are
locked for editing.

First select the cells you want editable by users then
Format>Cells>Protection. De-select the "locked" checkbox and OK.

Now Tools>Protection>Protect Sheet. Give it a password and select any options
you want.

Save your workbook.

Keep the read-only status so this particular workbook can't be overwritten.

NOTE: Excel password security is easily cracked so this is not the safest way
to go.
