Cell spacing not recognized in Netscape or Firefox

I designed my site in FrontPage 5.0. I created subheads by putting them
in a 1x1 table with 15 pixel cell spacing. This gives correct (i.e.,
same as FrontPage) appearance if the site is viewed with IE6, but
Netscape and Firefox recognize only the horizontal spacing -- vertical
spacing is 0. Has anyone else encountered a similar problem?
