Cell View Blocked

I have this problem on occasion, but have never been able to figure out why. I have a spreadsheet with multiple columns. While using the down arrow key to move down a column I am getting a small pop-up tool bar that blocks my view of the adjacent cell. The small tool bar has a yellow warning sign with an exclamation point on it. When clicked,I am giving a list of options such as
Unprotected formula
Lock cell
Help on this error
Ignore error
Edit in formula bar
Error checking options

I can't seem to figure out the purpose of this pop-up and how to turn it off so that it does not block the adjacent cell.

The purpose of the tool bar is to show you that the cell may contain an
error. To turn this off, or to change the error criteria detected, use the
error checking tab in preferences.

The tag is a feature of the Error Checking Preferences. It's typically
triggered by a cell containing something that Excel interprets as an error
(or at least questionable) & is intended to call your attention to it so you
can address the issue as appropriate. The specific error is what's printed
on the first line of that menu - in this case "Unprotected Formula".
[Apparently Protection is turned on in the sheet but the cell contains a
formula and the cell's Locked property [Format> Cells> Protection] has been
turned off. The warning is letting you know that the cell is unprotected,
i.e. the formula could get changed or deleted.

For any given occurrence you can choose the Ignore Error option in that
menu, pick the corrective action listed, or correct the error yourself &
that tag won't reappear. OTOH, in Excel> Preferences> Error Checking you
can turn the feature off altogether.
