Cells will not clear - if I type 1 it comes up as 100 know matter

I have tried everything to clear out the cells. Nothing is working. When I
do right click --> Format Cells --> Number --> Data it says that it is
"General" and the sample says "100". I have no idea how to change the sample
if that is what is required.
