Centralizing project creation

I would like to establish a practice where the PMO initially loads project
plans in Project Server 2007 in order to maintain some control over the
naming standards and site creation. In my scenario, a PM would might provide
the PMO with a plan already developed using Project Pro, the PMO would then
create the project in Project Center, with the correct naming and site
hierarchy. Then the PM would maintain the plan going forward.

The question I have is, with this scenario, am i asking for trouble
regarding the Owner, Assignment Owner and Status Manager fields? Do I need
to provide the PM's with practices to change these to their control after the
PMO has created the initial projects?

If you wish to move ahead with this plan, your Project Server administrator
will need to edit the Project Managers group to allow this to happen.
He/she will need to select the My Organization category in the Project
Managers group and set the Save to Project Server permission to Allow.
He/she MUST do this to work around a bug that is in pre-SP1 Project Server
2007, as this action will force the members of the Project Managers group to
appear on the Owner field when the PMO needs to select the new Owner of the
project.

After this, the PMO could create the project and save it in the Project
Server database, and then set the new PM as the Owner of the project.
Before the PM publishes the project, he/she should confirm that his/her name
is listed as the Status Manager for each task. If not, he/she should select
his/her name for each task before publishing. Beyond this, I think your
scenario should work. Hope this helps.
