Certain recipients not showing up

Running XP pro and Office 2003, both SP2.

User receives an email from an internal exchange user with an external mail
account in the cc field. The user then replies to all and the mail is sent
succesfully (checked in message tracking on Exchange) to all receipients.
when the user checks the sent items, the external recipient does not show up
at all, only the internal user.

Please advise on whether it is a bug in outlook (maybe?) or if it is a
coniguration problem or something.
