Certificate keeps going away

So i have encryption setup for all internal users. I have used
Microsofts CA for issuing all the tickets. Everybody can read the
encrypted email messages but every once in a while when a user sends an
encrypted email to a user I get this message from outlook "Microsoft
Office Outlook had problems encrypting this message because the
following recipients had missing or invalid certificates, or
conflicting or unsupported encryption capabilities." This is very
weird. I can read that users encyrpted email but i can't send an
encrypted email to that person. I have the users public key, but for
some reason it doesn't recognize it. So i go in and trust that persons
digital certicate and it seems to work for a couple days but then I
will get that problem appearing again. Does anybody have any idea why
that might happen?
