What Office 2000 application can be used to create a certificate
I'm sure you can create one by scratch using Word. I was just wondering if there is a wizard or pre-printed
one I can use to modify

You can find several certificate templates (and a gajillion others) for
Word and PowerPoint at http://office.microsoft.com/templates Search for
"certificate" in the search box at the top, and you'll get several options.
