cgi script

I have put this call on my index page in a table. It can't seem to open. It
used to work before I had to reinstall frontpage extensions on the server.
Could there be a problem with the .htaccess?

When I go to the server and open the .cgi script it works fine, but it won't
work when I call it from a page

Any Ideas
