Change Behavior of Scroll Wheel

Hi Everyone,

Just wondering if there is a way to change the effects of using the mouse
wheel to scroll vertically on a form, rather than scrolling through the
records. Would prefer this to be a global setting (script?) that applies to
all forms/reports. Thanks in advance for your help.
