change color of borders for cells doesn't work

This issue occurs at least in Excel 2000 and 2003: select a group of cells,
go in Format/Cells -> Borders and set there some borders and choose a color!
The borders will be set, but not the color. Is this a bug or am I doing
something wrong? Can't find a place at microsoft to make a bug report though.

Hi Ioan,

Make sure to select the color you want before you click the button that
adds the border. Whatever color is selected in the Color dropdown will be
the color of the border you add when you click one of the border buttons. If
you later change the color in the Color dropdown, none of the borders you
have already added will change color.

The preview window in the center of the Format/Cells/Border dialog shows
you how your borders will look. If one of them is the wrong color, simply
select the color you want it to be and click the border button that will add
that border again. You should then see it change to the new color in the
preview window.
