Change commas to points in decimals

I have tried the international pane in the system preferences and it
didn't work. When I write a decimal it's always with comma. I would
like to change them to points.

Any other clues??????? H E L P!!!!

XL gets its settings when it starts up. Did you try closing and
restarting XL after you change your system settings?

All software works decimal with the point only excel does decimals with commas, I changed several times the international, ( that was the repair way with 10.4 but in leopard dones not work)
