change country in phone number details

When I change the country/region in the phone numbers detail view to Canada
it seems to accept it. If I click on detail again though the country always
has defaulted back to U.S.A. The area codes entered are correct Canadian
area codes. I do not have this problem with phone numbers for other
countries and also in the addresses I do not have this problem. Does anyone
else have the same problem with Outlook 2003?
