Change default header size threshold in Cached Exchange Mode?

Hi,
Does anyone know if there is a group policy/registry setting that can alter
the Cached Exchange Mode settings for Download Headers Only?
I know it can be done with Send/Receive Groups, but this is just not the same.
What we want to do is enforce the Download Headers Only option (and not let
the user change it), but want messages under 50K in size to automatically
download the full message.
