I am inserting pics into my document and I have to double-click each picture
to format the page layout to "in front of text". Is there a way to set this
as a default?

That depends on what version of Word you have. In Word 2002 and 2003, you
can set this on the Edit tab of Tools | Options. In Word 2007, the setting
is at Office Button | Word Options | Advanced: Cut, copy, and paste. If you
have Word 2000 or earlier, you have no choice.

In case of Word 2003:
Tools > Options > Edit tab. Set â€Insert/paste picture†to â€In front of
textâ€. OK.

In case of Word 2007:
Office button > Word Options > Advanced category. In the â€Cut, copy, and
paste†group, set â€Insert/paste pictures as†to â€In front of textâ€. OK.
