change default to A4 paper size on all new profiles

I installed office 2003 standard. By default it is letter paper size.

I can set it to A4 then save the normal.dot accordingly.

However when a new user logs on to our domain, the word defaults revert back
to letter.

What is the process to make A4 (and even English dictionary) the default on
all new profiles?
