change from another email program to Outloook 2002

I was using another email program (Earthlink) and want to sitch to Outlook as
my default. I have said 'yes' to the question (several times, ie. the
control panel/internet options, etc) about setting Outlook as the default but
nothing 'holds' as Outlook is the default the next time I get on. What can I
do?
