change horizontal line in a theme

In previous version of Frontpage, I was able to change the image of a
horizontal line in a theme. I'm now running FP2003 and find no option to
even add an image to the horizontal line. Did they eliminate this feature?

Just insert your image on the page instead of a hr.

FP 2003 doesn't support HR as it is not CSS compatible
