Change Keyboard Language

Hello,

I have Office 2002 in French on my computer. I want the keyboard in
Outlook to be in English (UK or US). I have the shortcut Alt + Shift
but in Outlook every new message I need to change the keyboard language
it refuses to stay change for the entire application session. Is there
a way to change it permanently or for an entire session? any addins?
