Change language default, have tried help does not work

I have tried on a number of occassions to change the language default from
English US to English Australia to no avail. I have followed the
instructions in help and changed it manually by double clicking on the
language button on the bottom of the screen and it wont hold as default.

How do I fix this problem.

Hi, Sandy. Open normal.dot, hit Ctrl+A, change the language, save the file,
close. See "Editing normal.dot"
