Change layout from 2page booklet to 4 pg.8.5x11 layout

Microsoft Publisher 2003

Downloaded a newsletter-set up as two-page booklet to print on 11x17.

Need to print each of the 4 pages 2-sided on 8.5x11.

Have tried all changes to page layouts, master pg. etc.

Can this be down, if so, how? Have deadlines to meet.
